MINUTES OF THE CITY COUNCIL MEETING HELD ON MARCH 15, 2010
The meeting was called to order by Mayor Steve Dean at 7:00 P.M. with all council members present at roll call except Dawn Thompson. Staff members present were Scott Bryant, Steve Reynolds, Corey Edgington, Gordon Beck, Dave Jenkins, Katie Taylor, Jeff Clawson and Sue Marcum.
Included on the consent agenda were the March 1, 2010 City Council Minutes and a listing of invoices payable in the total amount of $41,313.30. Motion was made by T. A. and second to the motion was given by Shirley to approve the consent agenda. Roll call: Dawn Hanafin-abstain, Nancy Bentley-no, Julie Duncan-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 5 yeas, 1 nay and 1 abstain.
The council received copies of the receipt and expenditure budget report for the operations of Replex. Shirley explained memberships were doing well but other funding goals were below their anticipated levels.
Staff reported on the bid opening held on March 11th for the demolition of 108-110 N. Chestnut Street building. Due to asbestos existing in the building the bidding process will need to be done again. The second bid opening is planned for April 1, 2010 at 2 P.M.
Motion was made by John and seconded by Boyd to reject all bids received for the demolition of the 108-110 N. Chestnut building. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Shirley and second was given by Boyd to enter executive session at 7:35 P.M. to discuss 5 ILCS 120/2 (c) (11), Pending, probable or imminent litigation, specifically for the discussion of the letter received from the Assistant State’s Attorney, Hannah Eisner regarding possible open meetings act violation, the letter sent to Hannah Eisner from City Attorney Bruce Beal, and possible involvement from the Attorney General’s Office. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays.
Minutes of the meeting held on 03/01/10 continued.
Motion was made by Shirley and second was given by Nancy to adjourn the executive session at 8:58 P.M. and return to the regular session of the city council. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John and seconded by Shirley to adjourn the regular session of the city council at 9:07 P.M. and enter the scheduled work session.
