MINUTES OF THE CITY COUNCIL MEETING HELD ON FEBRUARY 1, 2010
The meeting was called to order by Mayor Steve Dean at 7:00 P.M. with all council members present at roll call except Boyd Denner and T. A. Whitsitt. Staff members present were Dave Jenkins, Steve Reynolds, Gordon Beck, Jeff Clawson and Vicki Moreland.
Included on the consent agenda were the minutes of the January 18, 2010 Council Meeting and the listing of the invoices payable in the total amount of $45,453.18. Motion was made by Dawn T. and seconded by Shirley to approve the consent agenda. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes. Motion carried 6 yeas, 0 nays.
Ordinance No. 10-02-01-30, An Ordinance Extending the Estimated Date of Completion of the Redevelopment Plan and Project and the Estimated Date of Retirement of Obligations to Finance Redevelopment Project Costs for the City of Le Roy Redevelopment Project Area was passed on a motion made by Dawn T. seconded by Shirley. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes. Motion carried 6 yeas, 0 nays.
Motion was made by Nancy, seconded by Shirley to revise the original proposal by Katherine Bock for the property located at 209 and 211 E. Center Street from the original agreed first distribution of $10,000.00 to the amount of $17,500.00. Roll call: Dawn Thompson-yes, John Haney-no, Shirley Chancellor-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes. Motion carried 5 yeas, 1 nay.
Jay Hayek, Professional Consulting Forester, presented his proposal outlining services and fees to the Council for Howard Virgin Timber Park. Motion was made by Shirley, seconded by John to go ahead with Hayek doing the tree inventory and advertising for bids in preparation for the timber maintenance. Ordinance No. 10-02-03-80, An Ordinance Amending title 7, Public Ways & Property; Chapter 4, Parks and Recreation Areas; Section 2, Quiet Hours of the Municipal code of Le Roy, Illinois, 2003 ( As Amended) was approved on a motion by Dawn T., seconded by Julie. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes. Motion carried 6 yeas, 0 nays.

A Building & Zoning Committee meeting was scheduled by Chairman Nancy Bentley to be held February 8, 2010 at 7:00 p.m. to discuss a property maintenance ordinance for the downtown business district.
Motion was made by Dawn T, seconded by Shirley to adjourn the regular session of the city council and move into executive session at 8:00 P.M. to discuss 5ILCS 120/2 (c) (5), Purchase or lease of real property & (6) Setting of a price for the sale or lease of public owned property. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes. Motion carried 6 yeas, 0 nays.
