MINUTES OF THE COUNCIL MEETING HELD ON JANUARY 4, 2010
The meeting was called to order at 7:00 P.M. by Mayor Steve Dean with all council members present at roll call. Staff members present were Corey Edgington, Gordon Beck, Dave Jenkins, Jeff Clawson and Sue Marcum.
Included on the consent agenda were the minutes of the November 16, 2009 and minutes of the December 7, 2009 meetings. Also listed were the invoices payable on December 21, 2009 in the amount of $46,494.20 and the invoices payable on January 4, 2010 in the amount of $27,589.42. Motion was made by Shirley and seconded by Dawn T. to approve the consent agenda. Roll call: Dawn Hanafin-abstain, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays and 1 abstain.
Motion was made by Dawn H. and seconded by Shirley to approve the renewal of the employee’s health insurance coverage with Principal Financial Group for the 2010 calendar year. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-no, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 1 nay.
Motion was made by Dawn H. and second was given by Dawn T. to approve the payment of $181,772.02 from Motor Fuel Funds and $45,001.54 from Tif 1 Funds to Rowe Construction for the completed East Center Street Project and the overlay work on various streets in town. Ordinance No. 10-01-01-10, An Ordinance amending Title One, Administration, Chapter Four, General Penalty, Section Three, Settlement of certain ordinance violations, Municipal Code of Le Roy, Illinois, 2003 as amended was passed on a motion made by Shirley and seconded by T. A. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Minutes of the meeting held on 01/04/10 continued.
Motion was made to approve the Animal Control Intergovernmental Agreement with McLean County Board of Health for the calendar year of 2010. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Motion was made by John and seconded by Shirley to table the Water and Sewer Rate Evaluation until the January 18th council work session. The proposal received from PDC Technical Services, Inc. for environmental consulting services was moved to table to the January 18th council work session on a motion made by Shirley and seconded by John. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-no, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 1 nay.
Motion was made by John and seconded by Shirley to approve the bid received from Gildner in the total amount of $154,355.00 for the Cedar Street Storm Sewer Project. The mayor directed Nancy and Boyd to meet with Dave Jenkins to discuss their concerns regarding the demolition of the downtown building located at 108/110 N. Chestnut Street.
