MINUTES OF THE COUNCIL MEETING HELD ON NOVEMBER 2, 2009
The meeting was called to order at 7:03 P.M. by Mayor Steve Dean with all the council members present at roll call. Staff members present were Steve Reynolds, Corey Edgington, Gordon Beck, Jeff Clawson and Sue Marcum.
Mayor Dean gave the Oath of Office to Patrolman, Sean Spencer. Sean successfully completed his PTI training on October 22, 2009.
Included on the consent agenda were the October 19, 2009 Council Minutes and a listing of invoices payable in the total amount of $231,838.22. Motion was made by Dawn T. and seconded by Shirley to approve the consent agenda. Roll call: Dawn Hanafin-abstain, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays and 1 abstain.
Ordinance No. 09-11-01-10, An ordinance levying taxes for corporate purposes for the fiscal year commencing on the first day of May, 2010 and ending on the thirtieth day of April, 2011 for the City of Le Roy, McLean County, Illinois was passed on a motion made by Dawn Hanafin and seconded by T. A. Whitsit. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Ordinance No. 09-11-02-40, An ordinance amending Title Four, Public Health and Safety, Chapter 2, Garbage and Refuse; Section 3, Landfill Closure; of the Municipal Code of the City of Le Roy, Illinois, 2003 (as amended) passed on a motion made by John, and seconded by Dawn H. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Motion was made by John and seconded by Boyd to table the Area Disposal secondary agreement agenda item to be discussed at the scheduled committee work session on November 16, 2009. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-no, Dawn Thompson-no, John Haney-yes, Shirley Chancellor-no, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 5 yeas, 3 nays.
Minutes of the meeting held on 11/02/2009 continued.
Motion was made by John and seconded by Shirley to enter executive session at 7:59 P.M. to discuss 5 ILCS 120/2 (c) (1) Personnel and (11) Litigation. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
