MINUTES OF THE COUNCIL MEETING HELD ON OCTOBER 5, 2009
The meeting was called to order by Mayor Steve Dean at 7:00 P.M. with all council members present at roll call except Dawn Hanafin and T. A. Whitsitt. Staff members present were Gordon Beck, Corey Edgington, Jeff Clawson and Sue Marcum.
Included on the consent agenda were the September 21, 2009 Council Meeting Minutes and invoices payable in the total amount of $31,246.90. Motion was made by Shirley and seconded by Dawn T. to approve the consent agenda. Roll call: Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Nancy and seconded by Dawn T. to approve the cost up to $5,000 to reserve the traveling Vietnam Memorial Wall for July 15th through the 18th, 2010. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Nancy and seconded by Julie to approve the purchase of a new police vehicle at a cost determined by state bid pricing and to arrange for financing for the entire cost with Busey Bank. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John and seconded by Shirley to accept the low bid received from Area Disposal for the three year contract for refuse collection and disposal beginning November 1, 2009 through October 31, 2012. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes. Motion carried 7 yeas, 0 nays.

Ordinance No. 09-10-01-40, An ordinance amending Title Four, Public Health and Safety, Chapter 2, Garbage and Refuse; Section 2, Refuse collection and Disposal, Subsection 4, Rates; of the Municipal code of the city of Le Roy, Illinois, 2003 (as amended) passed on a motion made by John and seconded by Dawn T. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John and second was given by Dawn T. to enter executive session at 8:10 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, (2), Collective Bargaining Negotiation, and (11), Litigation.
