MINUTES OF THE CITY COUNCIL MEETING HELD SEPTEMBER 21, 2009
The meeting was called to order at 7:00 P.M. by Mayor Steve Dean with all council members present at roll call except Dawn Hanafin. Staff members present were Steve Reynolds, Dave Jenkins, Mike Bennett, Nathan Wilkins,
Jeff Clawson and Sue Marcum.
Included on the consent agenda were the September 8, 2009 City Council Minutes and the list of invoices payable in the total amount of $156,799.13. Motion was made by Dawn T. and seconded by Nancy to approve the consent agenda. Roll call: Nancy Bentley-yes, Julie Duncan-abstain, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 6 yeas, 0 nays, 1 abstain.
The Director of Replex, Laura Spencer, will begin making a monthly report to the city council on the activities and operations at Replex for the second meeting each month.
The September 10, 2009, Zoning Board of Appeals Minutes were approved on a motion made by Shirley and seconded by John. Roll call: Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 09-09-01-51, An Ordinance Approving a Variation of Side Yard Setback Requirements of the Municipal Code of the City of Le Roy, Illinois, 2003 Title 10 Zoning (W. H. Weber, 105 Gilmore Ave.) was passed on a motion made by Shirley and seconded by Dawn T. Roll call: Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays.
Dawn Hanafin was seated at 7:23 P.M.
Resolution No. 09-09-01-20, A Resolution of the City of Le Roy, Illinois, establishing an annual clean-up, spruce-up, fix-up month passed on a motion made by Shirley and seconded by Nancy. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Minutes of the meeting held 09/21/2009 continued.
Motion was made by John and seconded by Shirley to enter executive session at 8:10 P.M. to discuss 5 ILCS 120/2 (c) (1) Personnel, specifically the City Administrator. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Julie Duncan-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dawn T. and seconded by Shirley to adjourn the executive session at 8:50 P.M. and return to regular session of the city council.
