MINUTES OF THE CITY COUNCIL MEETING HELD ON JULY 20, 2009
The meeting was called to order at 7:00 P.M. by Mayor Steve Dean with council members Dawn Hanafin and Nancy Bentley absent at roll call. Staff members present were Steve Reynolds, Corey Edgington, Scott Bryant, Jason Williamson, Brian Taylor, Dave Jenkins, Katie Taylor, Jeff Clawson and Vicki Moreland.
Included on the consent agenda were the City Council Minutes of the July 6, 2009 meeting and the list of invoices payable in the total amount of $363,784.65. Motion was made by T. A. and seconded by Shirley to approve the consent agenda. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Wendy Brent-yes. Motion carried 6 yeas, 0 nays.
Shirley and T.A. reported on the hiring of Laura Spencer for the position of Replex Facility Manager.
Ordinance No. 09-07-02-50, An ordinance adopting the prevailing wage rates for public works of the City of Le Roy, McLean County, Illinois was approved by a motion made by John, seconded by Dawn T.. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Wendy Brent-yes. Motion carried 6 yeas, 0 nays.
Ordinance No. 09-07-03-90, An Ordinance Amending Title 7; Chapter 4 Of The Municipal Code of the City of Le Roy, Illinois 2003, was passed on a motion by Shirley, seconded by Boyd. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Wendy Brent-yes. Motion carried 6 yeas, 0 nays.
Code Compliance officer Dave Jenkins reported that he had met with a structural engineer concerning the building on N. Chestnut Street. Dave also stated that the playground equipment for the Replex should arrive by the end of the week.
Dawn Hanafin was seated at 7:10 P.M.
Police officer Jason Williamson reported that a disaster preparedness drill will take place September 17, 18, and 19. All council members must attend a training session prior to the disaster drill. The training has been scheduled for Saturday, August 22 from 9 A.M. to Noon.
Public Works Superintendent, Steve Reynolds reported that Mc Lean County Asphalt had finished the asphalt work at Love’s, and that a meeting has been scheduled with the engineers to schedule the MFT resurface work. Steve also reported that the new park rule signs have arrived.
Water Superintendent, Corey Edgington reported on the condition and updates of the water hydrants.
Wastewater Superintendent Scott Bryant reported that an easement would need to be obtained from the Rail Road in certain areas for installation of the storm sewer.
Shirley reminded the council of the Public Safety Committee meeting on Thursday, July 23 at 7:00 P.M.
Mayor Steve Dean reminded the Council of the Parks & Playgrounds work day on Saturday, August 8, 2009. Steve also stated that the shingles from the Morehead building were coming off and falling into the street. Also Ty Stills has received his liquor license for The Hangout, which is expected to open the first part of August. The new greenhouse at 400 N. Walnut will open next week.
Francis Smith addressed the Council on behalf of the Le Roy Concerned Taxpayers Coalition relating to City leadership.
Former Councilman, Dave McClelland addressed the Council in support of renewing the contract for the City Administrator.
The Council received a draft of the Refuse Service Specifications for a 3 year contract for refuse pickup throughout town.
The Letter received by Patti Munster concerning sewer problems in the area will be addressed by the Public Works department.
Motion was made by Dawn T., seconded by Shirley to adjourn work session and enter executive session at 8:10 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, specifically City Administrator, Jeff Clawson’s contract. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-yes, Wendy Brent-yes. Motion carried 7 yeas, 0 nays.
Nancy Bentley was seated at 8:20 P. M.
Motion was made by Shirley, seconded by Dawn H. to adjourn the executive session and return to the regular session of the City Council at 9:23 P.M. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dawn T., seconded by T. A. to offer a 1 year contract to the City Administrator to be retroactive to May 1, 2009 continuing through April 30, 2010. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-yes, Nancy Bentley-no, Wendy Brent-yes. Motion carried 7 yeas, 1 nay.
Motion was made by Dawn T., seconded by Shirley to adjourn regular session and return to executive session at 9:28 P.M. for discussion regarding terms and/or changes to the City Administrator contract.
