MINUTES OF THE CITY COUNCIL MEETING HELD ON JUNE 15, 2009
The meeting was called to order by Mayor Steve Dean with all the council members present at roll call. Staff members present were Steve Reynolds, Gordon Beck, Dave Jenkins, Jeff Clawson and Sue Marcum.
A certificate of appreciation was presented to Terri Henry with Busey Bank honoring the bank employee’s efforts to improve the city parks.
Christi Mash requested the city to consider donating to the 4th of July Fireworks Program this year in the amount of $1,500. Motion was made by T. A. and seconded by Shirley to approve the donation of $1,500 to the Le Roy Fireworks to be used towards the 2009 celebration. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-abstain, Nancy Bentley-yes, Wendy Brent-yes. Motion was made by John and seconded by Shirley to remove the June 1, 2009 City Council Minutes and the listing of invoices payable from the consent agenda for further discussion. The June 1, 2009 Minutes were corrected by changing John Haney’s vote from yes to no in paragraph 3 on page 2 regarding the Patrick Engineering proposal. Motion was made by Shirley and seconded by Nancy to approve the June 1, 2009 City Council Minutes with the noted correction. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Shirley and seconded by Nancy to approve the invoices listed for payment in the total amount of $87,040.20. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-abstain, Nancy Bentley-yes, Wendy Brent-yes. Motion carried 7 yeas, 0 nays, 1 abstain.
Ordinance No. 09-06-01-51, An ordinance approving the map amendment to Zoning of the Municipal Code of the City of Le Roy, Illinois, 2003 Title 10, Zoning (Hail Automotive) was passed on a motion made by Dawn H. and seconded by Nancy. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-abstain, Boyd Denner-no, T. A. Whitsitt-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes. Motion carried 6 yeas, 1 nay, 1 abstain.

Motion was made by Nancy and seconded by Shirley to enter executive session at 9:36 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, specifically Jeff Clawson’s contract. Roll call: Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes. Motion carried 8 yeas, 0 nays.
