MINUTES OF
THE SPECIAL COUNCIL MEETING HELD ON MAY 11, 2009
The meeting was called to order at 7:00 P.M. by Mayor Steve Dean with all council members present at roll call. Curtis Lane, Attorney at Law and City Clerk, Sue Marcum were also present.
The pledge of allegiance was given.
Motion was made by Shirley and seconded by Dawn T. to enter executive session at 7:07 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, specifically Gordon Beck, the appointment, employment, compensation, discipline, performance, dismissal or to hear testimony on a complaint lodged against an employee to determine its validity. Gordon Beck and his Attorney Rich Blass were included in the executive session. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dawn T. and seconded by Nancy to adjourn the executive session at 9:14 P.M. and return to regular session. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
On the matter of the first charge, a motion was made by Dawn T. and Shirley gave the second to direct the issuance that an oral reprimand be prepared and placed in Chief Beck’s personnel file for a period of 3 months. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
On the matter of the second charge, a motion was made by Dawn T. and the second was given by Shirley to issue Chief Beck a one week unpaid retroactive suspension and to direct Chief Beck to return to work on May 12, 2009 at 8:00 A.M. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Wendy Brent-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Boyd Denner-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Minutes of the meeting held on May 11, 2009 continued.
