MINUTES OF THE REGULAR COUNCIL MEETING HELD MAY 4, 2009
The meeting was called to order at 7:00 P.M. by Mayor Steve Dean with all council members present at roll call. Staff members present were Scott Bryant, Dave Jenkins, Steve Reynolds, Jason Williamson, Jeff Clawson and Sue Marcum.

Included on the consent agenda were the April 27, 2009 Regular Council Meeting Minutes and a listing of invoices payable in the total amount of $776,857.50. Motion was made by Shirley and seconded by Nancy to approve the consent agenda. Dawn T. made a motion and T. A. seconded the motion to table the WWHP radio station proposal until a future city council meeting. Motion was made by Dawn H. and seconded by John to approve the WMBD 31 Phase II proposal at a cost of $3,000 a month and not to exceed $12,000 for the total cost of the project. Resolution No. 09-05-01-90, Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code was passed and authorized to be signed by the clerk on a motion made by John and seconded by Dawn H. Chris Shook, owner of TRH spoke to the council concerning his plans for plant expansion to accommodate new additions to his Caterpillar operation. Chris asked the council to consider a TIF proposal to help with the financing of this expansion.
The council received a memo from Sue Marcum recommending the zoning board members be re-appointed with staggered terms and to add the zoning board appointments to the May 1st annual appointments. Mayor Dean asked the council to approve the following list of zoning board appointments and terms:
Larry Bruning, term to expire 2010
Les Whitmer, term to expire 2011
Dale Marshall, term to expire 2012
Jim Spratt, term to expire 2012
Don Jenkins, term to expire 2013
Chris Carlson , term to expire 2014 (new member replacing Glen Reinhart)
Kenny Taylor, term to expire 2014 (new member replacing Wes Rafferty)
Motion was made by T. A. and seconded by Dawn H. to approve the Mayor’s appointments of zoning board members and to approve their terms of office. Motion was made by Dawn T. and seconded by Shirley to enter executive session at 8:50 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, specifically the contract for the city administrator.
