MINUTES OF THE
COUNCIL MEETING HELD ON August 4, 2008
The meeting was called to order at 7:00 P.M. by Mayor Pro Tem Dave McClelland with all council members present at roll call except Mayor Gary Koerner. Staff members present were Steve Reynolds, Dave Jenkins, Katie Taylor, Gordon Beck, Jeff Clawson and Sue Marcum.
Minutes of the City Council Meeting held on July 21, 2008 were approved on a motion made by Steve and seconded by Shirley. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes, John Haney-yes, Shirley Chancellor-yes, Steve Dean-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.
Steve Reynolds reported the installation of the water main was complete and passed the sample testing on the first try. For the next two weeks the department would be working on the service lines along the new main. The 400 amp electrical service was set at Kiwanis Park. Ameren would be finishing the connection but it would be ready in time for the Fall Festival scheduled for August 12th through the 16th.
Ordinance No. 08-08-01-10, An ordinance approving revisions to the Business License Regulations (Title 3), Liquor Control (Chapter 3), Outdoor Sales and Service (Section 17) of the Municipal Code, Le Roy, Illinois, 2003 was passed on a motion made by Steve and seconded by T. A. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes, John Haney-abstain, Shirley Chancellor-yes, Steve Dean-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 0 nays, and 1 abstain vote.
Shirley asked the council to recognize the nine public works department employees by purchasing a meal for them in recognition of their efforts this summer while working on several difficult city projects. Motion was made by Shirley and seconded by Steve to approve purchasing a meal at a cost up to $300.00 for the nine public works employees. Roll call: Dawn Hanafin-yes, Nancy Bentley-no, Dawn Thompson-yes, Dave McClelland-yes, John Haney-yes, Shirley Chancellor-yes, Steve Dean-yes, T. A. Whitsitt-yes. Motion carried 7 yeas, 1 nay.
Listed invoices in the total amount of $138,439.09 were approved for payment on a motion made by Dave and seconded by Dawn T. Roll call: Dawn Hanafin-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes, John Haney-yes, Shirley Chancellor-yes, Steve Dean-yes, T. A. Whitsitt-yes. Motion carried 8 yeas, 0 nays.

Motion was made by Dawn T. and seconded by Steve to adjourn the regular session of the city council at 7:40 P.M.
