MINUTES OF THE COUNCIL MEETING
HELD ON DECEMBER 17, 2007

The meeting was called to order by Mayor Gary Koerner at 7:03 P.M. with all council members present at roll call except Dave McClelland.  Staff members present were Gordon Beck, Dave Jenkins, Steve Reynolds, Jeff Clawson and Sue Marcum.

Minutes of the council meeting held on December 10, 2007 were approved on a motion made by Dawn T. and seconded by Shirley.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Motion was made by Shirley and seconded by John to award the annual liability insurance coverage beginning on January 1, 2008 to Dimond Brothers Insurance for a total annual cost of $73,639.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Shirley moved to authorize a transfer of TIF Funds to Empire Township in the amount of $25,000 per year beginning in the city fiscal year 2008-2009 and ending in city fiscal year 2009-2010.  The total transfer will be $50,000.  John seconded the motion.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Shirley moved to authorize $8,000 in TIF payments to A-1 Masonry as the City’s agreed upon incentive for repairs to the exterior wall of the building located at 211 E. Center Street, currently owned by Katherine Bock.  This agreement requires the owner to provide all appropriate paperwork including proof of payment.  The contractor must also provide a lien waiver.  The city accepts no responsibility for the work performed.  Second to the motion was made by Dawn T.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Ordinance No. 07-12-03-41, An ordinance amending Title 8; Chapter 4 of the Municipal Code of Le Roy, Illinois, 2003 (commercial dump stations), was passed on a motion made by John and seconded by T. A.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Minutes of the council meeting held 12/17/07 continued.

Listed invoices in the total amount of $25,461.38 were approved for payment on a motion made by John and seconded by Shirley.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Motion was made by Butch and seconded by Nancy to enter executive session at 8:07 P.M. to discuss 5ILCS 120/2 (c) (2) collective negotiations, and 5 ILCS 120/2 (c), (11) Litigation.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Motion was made by Dawn T. and seconded by Shirley to adjourn executive session and return to regular session at 9:46 P.M.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Motion was made by Shirley seconded by Butch to approve the following recommendations which were made by the health insurance committee:

            1.)        Continue medical/vision/dental coverage with Principal Insurance for the                            2008 calendar year.

            2.)        Continue the current premium split of 88% city cost and 12% employee                              cost.

            3.)        Continue the reimbursement of calendar year deductibles after $250 for                             individual deductible with 3 individual deductibles for family coverage.
