MINUTES OF THE COUNCIL MEETING
HELD ON NOVEMBER 26, 2007

The meeting was called to order by Mayor Gary Koerner at 7:03 P.M. with all members of the city council present at roll call except John Haney.  Staff members present were Jeff Clawson, Vicki Moreland and David Jenkins.

Members present from the Le Roy Community Park District Board were President Sam Gulley, Park Commissioners Justin Marcum, Theresa Bailey, Stephanie Woolridge and Secretary Rita Vollmer.  Absent was Park Commissioner Nick Sexton. 

After discussion by the two boards, motion was made by Shirley, second by Dawn T. to issue the award letter notification for the “Replex” contract to P. J. Hoerr with a base bid or $5,240,000; and deductions totaling $153,500 for Alternate 4 ($94,000), alternate 5 ($23,000), Alternate 6 ($11,000), Alternate 7 ($16, 500) and Alternate 9 ($9,000) for a net bid price of $5,086,500.  Roll call:  Butch Cook-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Shirley Chancellor-yes, T. A. Whitsitt-yes, Dawn Thompson-yes, Dave Mc Clelland-yes.  Motion carried 7 yeas, 0 nays, 1 absent..

Motion was made by Theresa, and seconded by Stephanie to issue the award letter notification for the “Replex” contract to P. J. Hoerr with a base bid or $5,240,000; and deductions totaling $153,500 for Alternate 4 ($94,000), alternate 5 ($23,000), Alternate 6 ($11,000), Alternate 7 ($16, 500) and Alternate 9 ($9,000) for a net bid price of $5,086,500.  Roll call:  Sam Gulley-yes, Justin Marcum-yes, Theresa Bailey-yes, and Stephanie Woolridge-yes.  Motion carried 4 yeas, 0 nays, 1 absent. 

Motion was made by Shirley, seconded by Dave to direct Jeff Clawson to adjust the contract with P. J. Hoerr to reduce the contracted price with a final contract not to exceed $4,700,000.  Roll call:  Butch Cook-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Shirley Chancellor-yes, T. A. Whitsitt-yes, Dawn Thompson-yes, Dave Mc Clelland-yes.  Motion carried 7 yeas, 0 nays, 1 absent.

Motion was made by Stephanie, seconded by Justin to direct Theresa Bailey to adjust the contract with P. J. Hoerr to reduce the contracted price with a final contract not to exceed $4,700,000.  Roll call:  Sam Gulley-yes, Justin Marcum-yes, Theresa Bailey-yes, and Stephanie Woolridge-yes.  Motion carried 4 yeas, 0 nays, 1 absent. 

Motion was made by Dawn T. and seconded by Butch to adjourn the special council meeting at 7:48 P.M. and enter executive session to discuss 5 ILCS 120/2 (c) (1), Personnel, and 5 ILCS 120/2 (c) (2) Union negotiations, with Dave Jenkins and Vicki Moreland to attend.  Roll call:  Butch Cook-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Shirley Chancellor-yes, T. A. Whitsitt-yes, Dawn Thompson-yes, Dave Mc Clelland-yes.  Motion carried 7 yeas, 0 nays, 1 absent.  Motion was made by T. A., seconded by Shirley to adjourn the executive session and return to regular session at 9:20 P.M. 

Motion was made by Stephanie, second was given by Justin to adjourn the special meeting of the park district at 7:48 P.M.  Roll call:  Sam Gulley-yes, Justin Marcum-yes, Theresa Bailey-yes, and Stephanie Woolridge-yes.  Motion carried 4 yeas, 0 nays, 1 absent. 

Motion was made by T. A., second was given by Shirley to adjourn the executive session and return to regular session at 9:20 P.M.
