MINUTES OF THE COUNCIL MEETING
HELD ON NOVEMBER 19, 2007

The meeting was called to order by Mayor Gary Koerner with all council members present at roll call.  Staff members present were Steve Reynolds, Dave Jenkins, Gordon Beck, Sue Marcum, Scott Bryant and Jeff Clawson. 

Minutes of the November 5, 2007 City Council Meeting were approved on a motion made by Butch and seconded by Shirley.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T.A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 8 yeas, 0 nays.

Listed invoices in the total amount of $222,946.85 were approved for payment on a motion made by Dave and seconded by Dawn T.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 8 yeas, 0 nays.

Staff reported on the status of various projects within their departments.

The council received a copy of the Structural Investigation performed by Joseph M. Legner, S.E. regarding the buildings located at 113 and 115 East Center Street.  Owners of the buildings are Marla Sherman Sullivan and Dennis Sullivan.  A letter to the owners requiring them to contact the city to advise them of the direction they are taking to resolve the building safety concerns had been prepared.  Motion was made by Shirley and seconded by Nancy authorizing the Mayor to sign and send the previously described letter written to Marla Sherman Sullivan and Dennis Sullivan.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 8 yeas, 0 nays.

Jeff announced that John Monical had successfully passed his Class D Water License. 

Motion was made by Nancy and seconded by T.A. to release the final payment to Felmley Dickerson in the amount of $42,133.00 for the Le Roy Water Treatment Plant.  Roll call:  John Haney-no, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 1 nay.

Minutes of the city council meeting held 11/19/07 continued.

Motion was made by Dawn T. and seconded by Shirley to adjourn the regular session of the city council and enter the scheduled work session at 8:00 P.M.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 8 yeas, 0 nays.
