MINUTES OF THE COUNCIL MEETING
HELD ON October 17, 2007

THIS MEETING WAS A JOINT MEETING OF THE LE ROY CITY COUNCIL AND LEROY COMMUNUNITY PARK DISTRICT BOARD

The meeting was called to order by Mayor Gary Koerner at 7:02 P.M. with all members of the city council present at roll call.  Staff members present were Jeff Clawson, Sue Marcum, Scott Bryant, Gordon Beck and David Jenkins.

Members present from the Le Roy Community Park District Board were President Sam Gulley, Park Commissioners Justin Marcum, Theresa Bailey, Nick Sexton, and Secretary Rita Vollmer.  Absent was Park Commissioner Stephanie Woolridge.

Four bids were received and opened at the 11:00 bid letting for the construction of the Recreation Center.  Base bids were tabulated as follows (complete bid tabulation is attached to minutes):

            Stelle -                         $5,170,000.00

            Felmley Dickerson      $4,044,000.00 - Bid was withdrawn shortly after the letting.

            Leander                       $5,589,000.00

            P. J. Hoerr                   $5,300,000.00

After discussing the withdrawal of Felmley Dickerson’s bid the mayor directed city staff  to contact legal council to check on the city’s legal rights in reference to possible sanctions due to the complications caused by their withdrawal.

The two boards discussed the merit of re-bidding the project or accepting the second lowest bid submitted by Stelle.  Jeff presented a proposal for the financial burden to be shared between the two entities if their decision was to accept the higher bid submitted by Stelle.  The proposal would increase the city’s contribution by $250,000 and the park district’s contribution by $50,000.  There would also be a need to engineer out $200,000 of the cost of the project. 

Motion was made by John and seconded by Dave to reject all the submitted bids and to proceed to advertise for a re-bid of the recreation center project.  Roll call:  John Haney-yes, Butch Cook-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Shirley Chancellor-yes,

T. A. Whitsitt-yes, Dawn Thompson-yes, Dave McClelland-yes.  Motion carried 8 yeas, 0 nays.

 

Minutes of the meeting held on 10/17/07 continued.

Motion was made by Nick and seconded by Justin to reject all the submitted bids and to proceed to advertise for a re-bid of the recreation center project.  Roll call:  Sam Gulley-yes, Nick Sexton-yes, Justin Marcum-yes, Theresa Bailey-yes.  Motion carried 4 yeas, 0 nays, 1 absent.

Motion was made by T. A. and seconded by Dawn T. to adjourn the special council meeting at 8:10 P.M.  Roll call:  John Haney-yes, Butch Cook-yes, Dawn Hanafin-yes, Nancy Bentley-yes, Shirley Chancellor-yes, T. A. Whitsitt-yes, Dawn Thompson-yes, Dave McClelland-yes.  Motion carried 8 yeas, 0 nays.

Motion was made by Theresa and seconded by Justin to adjourn the special meeting of the park district at 8:10 P.M.  Roll call:  Sam Gulley-yes, Nick Sexton-yes, Justin Marcum-yes, Theresa Bailey-yes.  Motion carried 4 yeas, 0 nays, 1 absent.
