MINUTES OF THE COUNCIL MEETING
HELD ON October 15, 2007

The meeting was called to order at 7:00 by Mayor Gary Koerner with all council members present at roll call.  Staff members present were Gordon Beck, Vicki Moreland, and Jeff Clawson. 

Minutes of the October 1, 2007 City Council Meeting were approved on a motion made by Shirley, and second by Butch.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Minutes of the October 4, 2007 Zoning Board Meeting were approved on a motion by Dawn T., and second by Nancy.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Ordinance No. 07-10-01-51, An Ordinance Approving A Variation of Sign Setback Requirements of the Municipal Code of the City of Le Roy, Illinois, 2003 Title 10-Zoning for Flanagan State Bank was passed on a motion made by John, and second by Butch.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Ordinance No. 07-10-02-51, An Ordinance Approving a Variation of Non-Conforming Structure Requirements of the Municipal Code of the City of Le Roy, Illinois 2003 Title 10-Zoning for the Fuzzy Duck was passed on a motion made by Shirley, second was given by Butch.  Roll call:  Dave McClelland-no, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 7 yeas, 1 nay.

Ordinance No. 07-10-03-51, An Ordinance Approving A Variation of Front Yard Setback Requirements of the Municipal Code of the City of Le Roy, Illinois, 2003 Title 10-Zoning for the Fuzzy Duck was passed on a motion made by John, second was given by Shirley.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Ordinance No. 07-10-04-50, An Ordinance Amending Title 3 Business & License Regulations; Chapter 3 Liquor Control of the Municipal Code of Le Roy, Illinois 2003 was passed on a motion by Butch, second was made by Dawn T.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Listed invoices in the total amount of $193,102.39 were approved for payment on a motion made by Dave, seconded by T.A.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

Dave Jenkins reported to the council on a complaint he had received about a vacant property at 607 N. Allen Street regarding tall grass and weeds resulting in rodents.  The City is planning to mow the property. 

Jeff reported that the bid opening for the Recreation Center was scheduled for 11:00 A.M. on Wednesday, October 17^th at Water Tower Place.  The next Recreation Center Authority meeting is scheduled for November 14^th at 7:00 P.M. at City Hall. 

Steve Reynolds received a grant check from the County for $1,850.00 for mosquito control. 

Motion was made by Butch and the second was made by John to enter executive session at 8:17 P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel and 5 ILCS 120/2 (c) (2), Collective Negotiating matters.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.

John made the motion and Dawn T. gave the second to adjourn the regular session of the City Council at 8:45 P.M. and begin the scheduled work session.  Roll call:  Dave McClelland-yes, Dawn Thompson-yes, John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes.  Motion carried 8 yeas, 0 nays.
