MINUTES OF THE COUNCIL MEETING
HELD ON September 17, 2007

The meeting was called to order at 7:00 by Mayor Gary Koerner with all council members present at roll call except Butch Cook.  Staff members present were Gordon Beck, Steve Reynolds, Sue Marcum and Jeff Clawson.

Minutes of the September 4, 2007 City Council Meeting were approved on a motion made by Shirley and second was given by Nancy.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin–yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

The council received a letter from Teresa Miller the City Treasurer requesting approval of her appointment of Miranda Miller as Assistant City Treasurer for the remainder of the current fiscal year ending April 30, 2008.  Motion was made by John and second to the motion was given by T. A. to accept the treasurer’s appointment of Miranda Miller.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin–yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Listed invoices in the total amount of $87,741.04 were approved for payment on a motion made by Dave and seconded by Dawn T.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin–yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

The council discussed the traffic and parking problems along Park Avenue and Vine Street during the home football games.  The council members were in agreement to prohibit all parking along Park Avenue.  Council directed Staff to determine whether the city should prohibit parking on the north or the south side of E.Vine Street.

Motion was made by Shirley and seconded by Dawn T. to enter executive session at 8:25 P.M. to discuss 5 ILCS 120/2 (1), Personnel and 5 ILCS 120/2 (11) Litigation.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin–yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.

Minutes of the meeting held on September 17, 2007 continued.

Council agreed to adjourn the executive session and return to regular session.

Motion was made by Dawn T. and seconded by T.A. to adjourn the regular council meeting and enter the scheduled work session at 9:01 P.M.  Roll call:  John Haney-yes, Shirley Chancellor-yes, Dawn Hanafin–yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes.  Motion carried 7 yeas, 0 nays.
