MINUTES OF THE CITY COUNCIL MEETING
HELD ON SEPTEMBER 4, 2007
The meeting was called to order by Mayor Pro Tem Dave McClelland with all aldermen present at roll call. Mayor Gary Koerner was absent. Staff members present at the meeting were Steve Reynolds, Jason Williamson, Dave Jenkins, Sue Marcum and Jeff Clawson.
The minutes of the August 20, 2007 City Council Meeting were approved on a motion made by Butch and seconded by Nancy. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Kevin Hide with First Mid State Bank was present at the meeting. He informed the council that approximately two weeks after all the paperwork was signed and submitted the city could expect the money for the recreation center project to be electronically deposited into their account. The city would need to prepare the required paperwork to abate the property taxes annually and provide this information to the county office.
Ordinance No. 07-09-01-20, An ordinance authorizing and providing for the issuance of $3,600,000 General Obligation Bonds (Alternate Revenue Source), Series 2007, of the City of Le Roy, McLean County, Illinois, and providing for the imposition of taxes to pay the same was passed on a motion made by Dawn T. and seconded by Dawn H. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Arlo Ford submitted a proposal to Jeff from A1 Masonry in the amount of $16,000 to restore the east side of the building located at 211 E. Center and owned by Catherine Bock. Arlo requested the city pay for the repairs to the brick wall which was left exposed after the former How Building was razed by the city. Motion was made by Shirley seconded by Butch to propose a TIF incentive agreement with Catherine Bock. The city would agree to reimburse the owner 50% of the cost of the project, not to exceed $8,000, and subject to all required TIF criteria. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-no. Motion carried 7 yeas, 1 nay.
Motion was made by John and seconded by Dawn H. to propose a TIF agreement with Chris Shook of the Rusty Hinge for repairing the roof, extending 3-phase power to the building and improving the driveways to the building. The cost proposal for these three improvements total $176,000. The city will agree to pay a TIF incentive of $100,000 towards this project subject to all required TIF criteria. The city received two bids for the razing of the Hemlock Street Facility on August 30, 2007, bid letting. Kirk C & D Recycling, Inc. submitted a bid of $87,000, and Accurate Site Specialists submitted a bid of $53,600. Motion was made by Nancy and seconded by Dawn T. to approve the bid received from Accurate Site Specialists for a cost not to exceed $53,600. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dave and second was given by Shirley to approve the listed invoices in the total amount of $113,431.50 for payment.
