MINUTES OF THE CITY COUNCIL MEETING
HELD ON JULY 16, 2007
The council meeting was called to order by Mayor Gary Koerner at 7:00 P.M. with all council members present at roll call. Staff members present were Scott Bryant, Gordon Beck, Russ Morrow, Jeff Clawson and Sue Marcum.
Motion to approve the July 2, 2007 City Council Meeting Minutes was made by Butch and seconded by Shirley. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dave and seconded by Dawn T. to accept the Zoning Board of Appeals Minutes for the two hearings held on July 5, 2007. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Ordinance No. 07-07-01-51, An ordinance approving a variation of front yard setback requirements of the Municipal Code of the City of Le Roy, Illinois, 2003 Title 10-Zoning (D. Marshall, 410 W. Cedar Street) was passed on a motion made by Butch, second was given by Nancy. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Ordinance No. 07-07-02-51, An ordinance approving a variation of maximum square
footage requirements for accessory buildings of the Municipal Code of the City
of
Le Roy, Illinois, 2003 Title 10-Zoning (McCameron, 711 E. Center Street) was
passed on a motion made by Dawn H. and seconded by Shirley. Roll call: John
Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes,
Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8
yeas, 0 nays.
The bids for this year’s MFT program were opened on Thursday, July 12th. There were two bidders, Rowe and H.J. Eppel & Co. A motion was made by Butch and seconded by Nancy to accept Rowe’s bid of $58,878.00 for the base bid and $19,480.00 for the alternate bid #2 for a total amount not to exceed $78,358.00. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Ordinance No. 07-07-03-50, An ordinance adopting the Prevailing Wage Rate for
public works of the City of Le Roy, McLean County, Illinois was passed on a
motion made by Dawn T. and the second was given by Butch. Roll call: John Haney-yes,
Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes,
Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8
yeas, 0 nays.
Motion was made by John and seconded by Dawn H. to accept the asbestos removal proposal submitted by Ideal Environmental Engineering for the total removal fee of $14,849.00. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Shirley moved to allow up to $2,500 in Tax Increment Financing funds for the purpose of marketing the New Old Bank Inn Restaurant by acquiring an Interstate 74 information sign through IDOT. Second to the motion was given by John.
The owner (Jeff Curry) will administer the process and submit all cost information to the city upon completion of the process.
The City will reimburse Jeff Curry for all expenses associated with acquiring this sign up to a cap of $2,500. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. The listed invoices in the total amount of $219,404.77 were approved for payment on the motion made by Dave and seconded by T. A. Roll call: John Haney-yes, Shirley Chancellor-yes, Butch Cook-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 8 yeas, 0 nays.
Jeff reported to the council that Rick Hafley volunteered his time and equipment to get the remaining concrete torn out at the swimming pool. Jeff had been notified that the that the school board agreed to the proposed installation of ball courts at Bowman Park.
Motion was made by Dawn T. and seconded by Shirley at 8:19 P.M. to adjourn the council’s regular session and enter the scheduled work session.
