MINUTES OF THE REGULAR COUNCIL MEETING
HELD ON MAY 21, 2007
The swearing in of newly elected officers was held before the council meeting was called to order.
The meeting was called to order by Mayor Gary Koerner at 7:00 P.M. with all council members present at roll call except John Haney. Staff members present were Steve Reynolds, Gordon Beck, Russ Morrow, Sue Marcum and Jeff Clawson.
The mayor presented recognition awards to former council members Jerry Henson and Butch Cook and the former Acting Mayor Dave McClelland.
Mayor Koerner appointed Butch Cook to fill the vacancy in Ward 3.
Motion was made by Dawn and seconded by Dave to approve the appointment of Butch Cook to fill the vacancy in Ward 3. Roll call: Shirley Chancellor-yes, Dawn Hanafin-yes, T. A. Whitsitt-yes, Nancy Bentley-yes, Dave McClelland-yes, Dawn Thompson-yes. Motion carried 6 yeas, 0 nays.
Dustin Wiesemann, a patrol officer for the police department successfully completed the required PTI training and was sworn in as a patrol officer for the city. He will now begin field training with the other city patrol officers.

Mayor Koerner read a letter he had written to Bruce and Jan Owens which expressed the city’s appreciation of the $50,000 donation given by them to be used for playground equipment at Falcon Ridge Park.
Ordinance No. 07-05-02-10, An ordinance approving Non-Home Rule Municipal Retailers’ Occupation Tax and Non-Home Rule Municipal Service Occupation Tax was passed on a motion given by Butch, second was given by Nancy. Ordinance No. 07-05-03-10, An ordinance authorizing the issuance of General
Obligation Bonds (Alternate Revenue Source) of the City of Le Roy, McLean County,
Illinois, in the aggregate principal amount of $3,600,000 for the purpose of
building and equipping a recreational center and indoor and outdoor pools, and
constructing site and utility improvements within the city was passed on a motion
by Dave, second given by

Butch made the motion and Nancy gave the second to approve the hiring of Farnsworth Group (Caius Jennison) to complete the facility design of the recreation center. The city’s 50% share of the cost is not to exceed $140,000. The cost of the Architect is being shared equally by the city and the park district. It was brought to the attention of the council that an error had been made in the list of invoices. The $6,000 invoice listed under TIF 1 for annual administration should have been charged equally between TIF 1 and TIF 2 Funds.
Listed invoices in the total amount of $128,756.84 were approved for payment with the previously noted correction on a motion made by Dave, seconded by Shirley. The council received a memo from Jeff regarding the TIF proposal with Jack Pinjoli for Jack’s Café (LeRoy Garden Restaurant). After discussion, the council agreed to a percentage share of reimbursement of 100% of cost eligible expenses with a cap not to exceed $257,000.
