MINUTES OF THE REGULAR COUNCIL MEETING
HELD ON APRIL 30, 2007
The meeting was called to order at 7:03 P.M. by Mayor Pro-Tem, Gary Koerner with all council members present at roll call except Dave McClelland. Staff members present were Gordon Beck, Russ Morrow, Steve Reynolds, Sue Marcum and Jeff Clawson.
Minutes of the April 2, 2007 City Council Meeting were approved on a motion made by Jerry, second was given by Butch. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Steve Dean presented a letter to the members of the council announcing that Bruce and Jan Owens are donating $50,000 to the City of Le Roy to provide for the purchase of playground equipment for Falcon Ridge Park in memory of Rosie and Bob Owens.
Steve Dean explained to the council a project the Business Development Group would be starting soon. The project intended to create a “Draw” for Le Roy would begin with the creations of gardens and flower beds located in various well traveled areas of the city. They will be seeking volunteers to do the soil preparation, planting, and seasonal care. The council supports the project and encourages residents to volunteer.
Motion was made by Butch, seconded by Jerry to accept the Zoning Board of Appeals Minutes of the April 5th hearing. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 07-04-02-51, An ordinance approving text amendments to the Municipal Code, Le Roy, Illinois, 2003 Title 10, Zoning was passed on a motion made by John, second to the motion was given by Dawn. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Butch and the second was made by T. A. to enter executive session at 7:22 P.M. to discuss 5 ILCS 120/2 (c) (2), Collective negotiating matters. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Minutes of the meeting held 4/30/07 continued.
Motion was made by Dawn, second was given by Shirley to adjourn the executive session and return to regular session at 9:07 P.M. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Jerry made the motion and Butch gave the second to approve the Final Budget for the fiscal year ending April 30, 2007. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.

Russ reported to the council that he had successfully passed the certification testing for Residential Building Inspector.
