MINUTES OF THE COUNCIL MEETING
HELD ON DECEMBER 18, 2006
The council meeting was called to order by Acting Mayor Dave McClelland at 7:00
P.M. with all council members present at roll call except John Haney. Staff
members present were Steve Reynolds, Gordon Beck, Russ Morrow, Jeff Clawson
and Sue Marcum.
Minutes of the December 4, 2006 Council Meeting were approved on a motion made by Jerry, second to the motion was given by Gary. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Dawn made a motion to approve the hiring of Justin Debolt as patrolman subject to satisfying all pre-employment requirements. Second was given by Shirley. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Gary, second was given by Jerry to accept the change in health insurance plans as outlined in the memo to the council dated 12/14/06 from Jeff Clawson (attachment to minutes). The city’s cost of the premium will be 88% with the remaining 12% being paid through payroll deduction by the employees. The new plan deductible will increase from the current amount of $500/$1500 to $2500/$7500. The city will continue their reimbursement program covering deductible expenses above $250. The reimbursement cap will be $2250 for an individual or a reimbursement cap of $6750 for the family deductible. The plan change will be effective February 1, 2007. Roll call: Gary Koerner-yes, T. A. Resolution No. 06-12-01-90, for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code ($27,928.00 for day labor materials) was passed on a motion made by Jerry, second was given by Butch. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Listed invoices in the total amount of $103,187.18 were approved for payment on a motion given by Jerry, second was given by Butch. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Dawn, second was made by Gary to recess the regular session of the council at 7:58 P.M. and to reconvene the regular session after the work session agenda was completed (see attached work session minutes). Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Dawn, second was made by Butch to re-enter the regular session of the council at 11:27 P.M. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Butch made the motion and the second was given by Dawn to adjourn the regular session of the council at 11:47 P.M. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
