MINUTES OF THE COUNCIL MEETING
HELD ON SEPTEMBER 18, 2006
The meeting was called to order at 7:00 P.M. by Acting Mayor Dave McClelland
with all council members except John Haney present at roll call. Staff members
present were Steve Reynolds, Gordon Beck, Jeff Clawson, Sue Marcum and City
Attorney Dave Stanczak.
Minutes of the September 5, 2006 Council Meeting were approved on a motion made by Jerry, second given by Butch. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Dawn, seconded by Shirley to approve the Minutes of the Zoning Board of Appeals for the hearing on September 7, 2006. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 06-09-01-51, An ordinance approving a variation in front yard setbacks of the Municipal Code, Le Roy, Illinois, 2003 Title 10 Zoning (Meyer, 700 N. East Street) was passed on a motion made by Butch, second was made by T. A. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 06-09-02-90, An ordinance changing the name of a Public Street (Maple Street to Sunset Drive) was passed on a motion made by Gary, second was made by Jerry. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

The following language is to replace the existing language.
ARTICLE N. RESIDENCY
N-1 Residency.
The following positions are required to live inside the corporate limits of
the City of Le Roy within twelve months of hiring: Administrator, Office Manager,
Public Works Superintendent and the Chief of Police.
All emergency personnel must live within a 30 mile radius of the City of Le Roy.

Listed invoices in the total amount of $62,398.61 were approved for payment on the motion made by Jerry, second was given by Gary. Roll call: Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
John Haney was seated at 7:26 P.M.
Motion was made by Butch, second was given by Jerry to approve logo number 1 changing the lamp post base to a lighter color, making the lettering on the base darker and using the Flamingo-D for the lettering font. Roll call: John Haney-yes, Gary Koerner-no, T. A. Whitsitt-no, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-no, Dave McClelland-no. Motion failed 4 yeas, 4 nays.
