MINUTES OF THE COUNCIL MEETING
HELD ON SEPTEMBER 5, 2006
The meeting was called to order at 7:03 P.M. by Acting Mayor Dave McClelland
with all council members present at roll call. Staff members present were Gordon
Beck, Steve Reynolds, Sue Marcum and Jeff Clawson.
Minutes of the August 21, 2006 Council Meeting were approved on a motion made by Butch, second was given by Shirley. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
RESOLUTION NO. 06-09-01-10, Resolution for participation in State of Illinois Federal Surplus Property Program was approved on a motion made by Jerry, second made by Dawn. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Shirley, seconded by Butch to approve the job description for the position of Laborer for the Public Works Department. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Dawn and second was given by John to enter into an Intergovernmental Agreement with the Law and Justice Commission, MTU 8, for purposes of providing training to the police department. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Motion was made by Butch, second was given by Jerry to accept the quote from Perfect Pressure Mobile Washing Service and approve the cost up to $4,200 for the service of cleaning the south water tower. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Listed invoices in the total amount of $30,806.89 were approved for payment on a motion made by Jerry, second was given by Shirley. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
Chief of Police, Gordon Beck was directed to form a committee with a member of the Fire Department and the Business Development Group to address all safety and community concerns with the event of the Annual Fall Festival.
Motion was made by Butch second was given by Dawn to enter executive session at 8:25 P.M. to discuss 5 ILCS 120/2 (c) (1), and 5 ILCS 120/2 (c) (2). Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
The council agreed to adjourn executive session and return to regular session at 9:35 P.M.
Motion was made by Butch, second was given by John to authorize the city to pay Bryan Clark one third of his regular pay while receiving worker’s compensation and charge the compensation hour for hour to personal leave. Roll call: John Haney-yes, Gary Koerner-no, T. A. Whitsitt-no, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-no, Dawn Thompson-no, Dave McClelland-yes. Motion failed 4 yeas, 4 nays.
Motion was made by Dawn and second to the motion was made by Shirley to pay newly appointed employee, Jeff Whitesell as outlined in the printed pay scale submitted by Jeff. Roll call: John Haney-no, Gary Koerner-no, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 6 yeas, 2 nays.
Motion was made by Butch with T. A. giving the second to the motion to adjourn the regular session of the council at 9:50 P.M. Roll call: John Haney-yes, Gary Koerner-yes, T. A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 8 yeas, 0 nays.
