MINUTES OF THE REGULAR COUNCIL MEETING
HELD JUNE 5, 2006

 
The meeting was called to order by Acting Mayor Dave McClelland at 7:00 P.M. with all council members present at roll call except T. A. Whitsitt. Staff members present were Gordon Beck, Steve Reynolds, Sue Marcum and Jeff Clawson.

Acting Mayor Dave McClelland appointed George “Butch” Cook as alderman to fill the vacancy in Ward 3.

Motion was made by Dawn, second was made by Shirley to approve Dave McClelland’s appointment of Butch Cook as Alderman Ward 3. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 6 yeas, 0 nays.

Minutes of the May 15th, 2006 Council Meeting were approved on a motion made by Jerry, second to the motion was given by Gary. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Francis Smith representing LPAC was in attendance at the meeting to present the council with information about the proposed project of Pedestrian Trails. He asked the council to consider the adoption of a resolution supporting this project.

Motion was made by John, second was given by Shirley to table the adoption of The Bike Path Resolution until the June 19, 2006 Council Meeting. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Steve reported his work crew has hauled 73 ton of recycle materials to date.

Gordon reported all directives received from the council regarding the taser have been met and the officer on duty would now be equipped with the taser while on patrol.

Prices for a new copier for city hall had been received. Motion was made by Butch, second by Gary to purchase a Ricoh Copier from IKON for the purchase price of $6,227.00. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Shirley, second by John for the city to be co-sponsors of Summerfest on June 10, 2006 with the Chamber of Commerce and also to approve the appointment of Dan Bratcher, Mitch Hardesty and Joe Bandy as the committee to oversee the Summerfest event. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Shirley, second by Dawn to waive all fees associated with the one day liquor license for Summerfest to be held on June 10, 2006. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Motion was made by Gary, second by Butch to table taking action on the Fall Festival Association’s request to be allowed the use of city property for a period not less than three years during their planned events. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

RESOLUTION NO. 06-06-01-90, Supplemental Resolution for 2006 Maintenance of Streets and Highways appropriating $85,000.00 of Motor Fuel Tax funds. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

Listed invoices in the total amount of $49,396.22 were approved for payment on the motion made by Jerry, seconded by John. Roll call: John Haney-yes, Gary Koerner-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.

T. A. Whitsitt was seated at 7:55 P.M.
