MINUTES OF THE REGULAR COUNCIL MEETING
HELD APRIL 3, 2006
The council meeting was called to order by Mayor Pro Tem, Gary
Koerner, with all council members present at roll call except Dave McClelland.
Staff members present were Gordon Beck, Steve Reynolds, Jeff Clawson, Sue Marcum,
Nathan Wilkins and Jason Williamson.
The minutes of the council meeting held on March 20, 2006 were approved on a
motion made by Butch, second was given by T. A. Roll call: John Haney-yes, T.
A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn
Thompson-yes, Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Gary reviewed the minutes of the Budget & Finance Committee Meetings held
on March 20th and 27th.
Motion was made by Jerry, seconded by Dawn to approve the 2006-2007 Fiscal Year
Budget in the total amount of $3,225,100. Roll call: John Haney-yes, T. A. Whitsitt-yes,
Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes,
Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John, second by Dawn to purchase one taser unit, software
and a cable cost not to exceed $1,000. The unit is to remain in lockup until
all patrolmen successfully completes taser training. The department is directed
to schedule a public education program on tasers. The Chief is directed to implement
a written department policy covering the use of tasers. The monthly police activity
report is to include a report on the taser and the chief is directed to report
an incident where the taser has been used to members of the council immediately.

6 yeas, 1 nay.
Invoices in the total amount of $24,487.41 were approved for payment on a motion
made by Gary, second was given by Jerry. Roll call: John Haney-yes, T. A. Whitsitt-yes,
Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes,
Gary Koerner-yes. Motion carried 7 yeas, 0 nays.
Minutes of the regular council meeting held 04/03/2006 continued.
Motion was made by Butch, seconded by Dawn to adjourn the regular council meeting
at 8:53 P.M. Roll call: John Haney-yes, T. A. Whitsitt-yes, Jerry Henson-yes,
Butch Cook-yes, Shirley Chancellor-yes, Dawn Thompson-yes, Gary Koerner-yes.
Motion carried 7 yeas, 0 nays.
