MINUTES OF THE REGULAR COUNCIL MEETING
HELD DECEMBER 5, 2005
The meeting was called to order by Mayor Pro-Tem Gary Koerner at 7:00 P.M. with all council members present at roll call except Dawn Thompson and Acting Mayor Dave McClelland. Staff members present were Jeff Clawson, Vicki Moreland, Gordon Beck, Steve Reynolds, Scott Bryant and City Attorney, Dave Stanczak.
The Pledge of Allegiance was given.
Motion was made by Butch, second by Jerry to approve the minutes of the November 21, 2005 Council Meeting. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
Jeff gave an update on the status of the property improvements at 118 N. Chestnut.
Steve said that 15,000 pounds of recycle products had been delivered in the first month.
Gordon gave a report on the Tri-Valley Traffic Contract. Shirley made the motion, second by Jerry to extend the contract for traffic control with Tri-Valley through the end of the 2005-2006 school year. Roll call: Gary Koerner-yes, John Haney-yes, T.A. ORDINANCE No. 05-12-04-10, AN ORDINANCE LEVYING TAXES FOR CORPORATE PURPOSES FOR THE CURRENT YEAR COMMENCING ON THE FIRST DAY OF MAY, 2006 AND ENDING ON THE THIRTIETH DAY OF APRIL, 2007 FOR THE CITY OF LE ROY, MCLEAN COUNTY, ILLINOIS, was passed on a motion by Jerry, second by Butch. Roll call: Gary Koerner-yes, John Haney-no, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 5 yeas, 1 nays.
ORDINANCE NO. 05-12-01-30, AN ORDINANCE APPROVING ASSIGNMENT OF A PARTY’S INTEREST IN A REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF LE ROY, ILLINOIS, AND EVERGREEN FS, FOR THE CITY OF LE ROY FIRST TAX INCREMENT FINANCING DISTRICT, was passed on a motion by Jerry, second by John. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
ORDINANCE NO. 05-12-02-30, AN ORDINANCE APPROVING ASSIGNMENT OF A PARTY’S INTEREST IN A REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF LE ROY, ILLINOIS, AND PACIFIC INVESTORS, INC. FOR THE CITY OF LE ROY FIRST TAX INCREMENT FINANCING DISTRICT, was passed on a motion by Jerry, second by T.A.. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
ORDINANCE NO. 05-12-03-30, AN ORDINANCE APPROVING ASSIGNMENT OF A PARTY’S INTEREST IN REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF LE ROY, ILLINOIS, AND OMNI-TECH SYSTEMS, INC.,(an Illinois Corporation, d/b/a Permabilt of Illinois). FOR THE CITY OF LE ROY FIRST TAX INCREMENT FINANCING DISTRICT, was passed on a motion by Jerry, second by Shirley. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
An estimate was received from Shoemaker Farm Drainage to fix the sewer/septic problem at the Fricker Auction House, which was also causing sewer problems for Dick Twedell. Scott Bryant, Wastewater Superintendent, feels that a second estimate should be received. Motion was made by John, second by Butch to table discussion until the next council meeting. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
Listed invoices in the total amount of $20,195.59 were approved for payment on a motion made by Gary, second by Jerry. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
Motion was made by John, second by Butch to enter executive session at 8:00 P.M. to discuss 5 ILCS 120/2 (c) (1) Personnel. Roll call: Gary Koerner-yes, John Haney-yes, T.A. Whitsitt-yes, Jerry Henson-yes, Butch Cook-yes, Shirley Chancellor-yes. Motion carried 6 yeas, 0 nays.
