MINUTES OF THE REGULAR COUNCIL MEETING
HELD MARCH 21, 2005
 
The meeting was called to order by Mayor Bob Rice at 7:00 P.M. with all aldermen present except T. A. Whitsitt, Theresa O’Hare and Dawn Thompson.  Staff members present were Ralph Jungles, Kevin Kahoun, Steve Reynolds, Sue Marcum and Jeff Clawson.
 
Motion was made by Jerry, seconded by Butch approving the minutes of the March 7, 2005 meeting.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Motion was made by Butch, second by Gary approving Scott Bryant to sign the EDMR monthly reports required by the IEPA.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Motion was made by Dave, second by John to allow up to $3,500 in Tax Increment Financing Funds for the purpose of renovating the property located at 209 E. Center Street.  This $3,500 will be based on an initial investment in acquisition and renovation costs of at least $9,000 by the owner/developer.
 
If the renovation costs are less than $9,000, the city will reimburse based on a rate of 39% of the eligible project costs not to exceed $3,500.  This distribution will be paid when the renovation is complete.
 
The owner/developer for this project is the Silly Goose a.k.a. Becky Van Deventer.
 
The total cap for this project is $3,500.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Motion was made by Gary, second by Jerry to approve the three year mowing bid submitted by Mow-Joe’s, total bid amount of $35,100.  Mow-Joes base bid to mow 23 times per year for 2005 is $9,700, year 2006 is $9,700 and for year 2007 is $10,000.  For Option A the base bid to mow 6 times per year in 2005 is $1,800, year 2006 is $1,800 and year 2007 is $2,100.  Mow-Joes submitted the lowest responsive bid.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 

Minutes of the 03/21/05 Council Meeting continued.
 
Three bids were received and opened for the Warren and Lynn Street Sanitary Sewer – Division A on March 17, 2005.  A-1 Anytime Inc. $20,880.00, Hoerr Construction $33,406.50, and Stark Excavating $36,014.80 were the amounts of the received bids.  Motion was made by Butch, second by Gary to award the bid to the lowest responsive bidder, A-1 Anytime Inc. with a total bid of $20,880.00.   Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Listed invoices in the amount of $68,129.97 were approved for payment on a motion made by Gary, second by Butch.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Gary reviewed the minutes of the Budget and Finance Committee meeting held on March 15, 2005.
 
Motion was made by Jerry, second by Gary to approve the cost of up to $750.00 for the purchase of fish to restock the Howard Virgin Timber Park.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Motion was made by Butch and second by John to enter executive session at 8:20 P.M. to discuss 5ILCS 120/2 (c) (1), Personnel and 5 ILCS 120/2 (c) (11), litigation.  Chief Jungles was to be included in the executive session.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
 
Motion was made by Butch, second by John to adjourn the executive session and return to regular session at 10:59 P.M.  Roll call:  Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, John Haney-yes.  Motion carried 5 yeas, 0 nays.
