MINUTES OF THE REGULAR COUNCIL MEETING
HELD JANUARY 17, 2005
The meeting was called to order by Mayor Robert Rice at 7:00 P.M. with all council members present except Gary Koerner. Staff members present were Steve Reynolds, Ralph Jungles, Jeff Clawson and Sue Marcum.
Minutes of the January 3, 2005 Council Meeting were approved on a motion made by Jerry, second by T. A. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Jeff told the council the recycling grant application was completed and submitted on Friday, January 14, 2005.
The employee appreciation presentation by LPAC is scheduled for January 22, at 10 A.M.
Steve reported a special brush pickup is scheduled for January 24th. If the weather won’t allow for homeowners to move their brush to the curb, the schedule would be delayed one week.
Minutes of the Zoning Board of Appeals Hearing held January 13, 2005 were accepted and the reading waived on a motion made by John, second by Dawn. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 05-01-01-51, An ordinance approving a variation in front yard setbacks of the Municipal Code, Le Roy, Illinois, 2003 Title 10 Zoning (Hanafin True Value) was passed on a motion made by Jerry, second by Butch. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 05-01-02-51, An ordinance approving a special permitted use of the Municipal Code, Le Roy, Illinois, 2003 Title 10 Zoning (Hanafin True Value) was passed on a motion made by Butch, second by Theresa. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Minutes of the meeting held 01/17/05 continued
The council received a memo from Jeff which outlined a request from Doug Woodrum regarding the Log Cabin property at 504 N. Walnut Street. Motion was made by John, second by Dave directed Jeff to move forward with the three listed items in the memo (attachment to the 01/17/05 minutes). Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Listed invoices in the amount of $66,138.88 were approved for payment on a motion made by Jerry, second by Theresa. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
The discharge of sump pump water from the Odd Fellows Lodge located behind the building in the alley was discussed. The cold temperatures are causing the discharge to freeze and become a safety hazard. Motion was made by Butch, second by T. A. to allow the city crews to temporarily connect the sump pump discharge into the city sewer. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Butch, second by Theresa to enter executive session at 7:43 P.M. to discuss 5 ILCS 120/2 (c) 1, Personnel and to allow Steve Reynolds and Ralph Jungles to attend. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Motion was made at 8:10 P.M. to adjourn executive session and return to regular session Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes,

Motion was made by Dawn, second by Theresa to promote Steve Moreland to the Police Lieutenant position effective January 31, 2005. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
