MINUTES OF THE REGULAR COUNCIL MEETING
HELD OCTOBER 4,
2004
The meeting was called to order by Mayor Pro Tem, Dave McClelland
at 7:00 P.M. Theresa O’Hare and Mayor Robert Rice were absent at roll
call. Staff members present were Jeff Clawson, Sue Marcum, Ralph Jungles
and Scott Bryant.
Minutes of the September 20, 2004 Council Meeting were approved on a motion
made by
Jerry, second by Dawn. Roll call: John Haney-yes, Butch Cook-yes,
Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Dawn Thompson-yes, Dave
McClelland-yes. Motion carried 7 yeas, 0 nays.
The bid letting for the Warren and Lynn Street Sewer Project had been held and
one bid from Stark Excavating in the amount of $62,271.00 was submitted.
Motion was made by John, second by Butch to receive the bid from Stark Excavating
and place it on file. Roll call: John Haney-yes, Butch Cook-yes,
Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Dawn Thompson-yes, Dave
McClelland-yes. Motion carried 7 yeas, 0 nays.
Listed invoices in the total amount of $184,281.35 were approved for payment
on the motion made by Gary, second by T. A. Roll call: John Haney-yes,
Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Dawn
Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Butch, second by Dawn to enter executive session at 7:21
P.M. to discuss 5 ILCS 120/2 (c) (1), Personnel, and 5 ILCS 120/2 (c) (11),
litigation. Roll call: John Haney-yes, Butch Cook-yes, Jerry Henson-yes,
T. A. Whitsitt-yes, Gary Koerner-yes, Dawn Thompson-yes, Dave McClelland-yes.
Motion carried 7 yeas, 0 nays.
Motion was made by Dawn, second by John to adjourn the executive session and
return to regular meeting at 7:35 P.M. Roll call: John Haney-yes,
Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Dawn
Thompson-yes, Dave McClelland-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Butch, second by Dawn to adjourn the regular council meeting
at 7:40 P.M. Roll call: John Haney-yes, Butch Cook-yes, Jerry Henson-yes,
