MINUTES OF THE REGULAR COUNCIL MEETING
HELD JUNE 21, 2004
The meeting was called to order by Mayor Robert Rice at 7:00 P.M. with all council
members present except T. A. Whitsitt. Staff members present were Kevin
Kahoun, Ralph Jungles, Steve Reynolds, Jeff Clawson, and Sue Marcum.
Minutes of the June 7, 2004 Council Meeting were approved on a motion made by
Jerry, second by Butch. Roll call: John Haney-yes, Dave McClelland-yes,
Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, Theresa O’Hare-yes,
Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Dave, second by Jerry to accept the Zoning Board Minutes
of
June 6, 2004 and waive the reading. Roll call: John Haney-yes, Dave
McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, Theresa
O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John, second by Dawn to adopt Ordinance No. 04-06-05-51,
An ordinance approving a map amendment under the regulations of the Municipal
code, Le Roy, Illinois, 2003, Title 10, Zoning. (Rob Deike, 200 N. Chestnut)
Roll call: John Haney-yes, Dave McClelland-no, Butch Cook-yes, Jerry Henson-no,
Gary Koerner-no, Theresa O’Hare-yes, Dawn Thompson-yes. Motion failed
4 yeas, 3 nays. (Vote required 2/3 favorable vote.)
Roger Smith requested council consideration on his proposal to develop Block
91 into six building lots for single family dwellings. The council received
a memo requesting they review the plans and submit any concerns.
Ordinance No. 04-06-03-50, An ordinance adopting the prevailing wage
rate for public works of the City of Le Roy, McLean County, Illinois, was passed
on a motion made by Jerry, second by Gary. Roll call: John Haney-yes,
Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, Theresa
O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Jerry reviewed the minutes of the Street and Property Committee Meeting held
on June 17th, 2004.
Minutes of the 06/21/04 meeting continued
Steve Reynolds, Ralph Jungles and Jeff Clawson had finished evaluating all areas
of the city and recommended to install 42 safety signs identifying children
playing, approaching park areas or emergency service areas. Motion was
made by Jerry, second by Butch to approve the purchase and installation of 42
safety signs at a cost up to $2,000. Roll call: John Haney-yes,
Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, Theresa
O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 04-06-04-80, An ordinance providing for
and approving the sale of surplus
personal property of the City of Le Roy, McLean County, Illinois, was
passed on a motion made by Jerry, second by Dawn. Roll call: John
Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes,
Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0
nays.
Resolution No. 04-06-01-90, Supplemental resolution for maintenance
of streets and highways by municipality under the Illinois Highway Code was
passed on a motion made by Jerry, second by John. Roll call: John
Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes,
Theresa O’Hare-yes, Dawn Thompson-yes. Motion carried 7 yeas, 0
nays.
Listed invoices in the amount of $68,561.40 were approved to be paid on a motion
made by Gary, second by Butch. Roll call: John Haney-yes, Dave McClelland-yes,
Butch Cook-yes, Jerry Henson-yes, Gary Koerner-yes, Theresa O’Hare-yes,
Dawn Thompson-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Dawn, second by Butch to adjourn the council meeting at 8:50
