MINUTES OF THE REGULAR COUNCIL MEETING
HELD JUNE 7, 2004
The meeting was called to order by Mayor Rice at 7:00 P.M. with all council
members present at roll call except Dawn Thompson. Staff members present
were Ralph Jungles, Steve Reynolds, Jeff Clawson and Sue Marcum. Also
present, was Dave Stanczak, City Attorney.
Minutes of the May 17, 2004 Council Meeting were approved on a motion made by
Butch, second was given by Theresa. Roll call: John Haney-yes, Dave
McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes,
Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Motion was made by John, second by Theresa to approve the city giving a donation
of $100.00 to the Le Roy Summer League. Roll call: John Haney-yes,
Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-abstain,
Gary Koerner-yes, Theresa O’Hare-yes. Motion carried 6 yeas, 0 nays,
1 abstain.
Mayor Rice appointed Larry Copes as Chairman, Nancy Spratt and Kay McClelland
as members of the committee to oversee the June 19th Summerfest event.
Motion was made by Gary, second by T.A. to approve co-sponsoring with the Chamber
the Summerfest event and also, to approve the mayor’s appointment
of the committee members for this event. Roll call: John Haney-yes,
Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary
Koerner-yes, Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Ordinance No. 04-06-01-51, An Ordinance approving a variation
in front yard setback of the Municipal Code, Le Roy, Illinois, 2003 Title 10,
Zoning (811 N. Main, G. Builta) was passed on a motion made by John, second
by Butch. Roll call: John Haney-yes, Dave McClelland-yes, Butch
Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Theresa O’Hare-yes.
Motion carried 7 yeas, 0 nays.
Dave read the minutes of the Personnel Committee Meeting held May 24, 2004.
Motion was made by Dave, second by Gary to approve the office manager job description
and the list of office manager responsibilities. Roll call: John
Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes,
Gary Koerner-yes, Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Minutes of 06/07/04 meeting continued
Motion was made by John, second by T. A. to approve the use of the Kiwanis’
Park for a wedding to be held on October 9, 2004. The request was received
from Jim and Jan Jensen, 102 Staley Court, Le Roy. Roll call: John
Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes,
Gary Koerner-yes, Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Gary, second by Butch to accept the Zoning Board Minutes
of the hearings held May 27, 2004, and to also waive the reading of such minutes.

Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Theresa O’Hare-yes.
Motion carried 7 yeas, 0 nays.
Ordinance No. 04-06-02-51, An ordinance approving a special
permitted use of the Municipal Code, Le Roy, Illinois, 2003 Title 10, Zoning
(212 E. Pine, City of Le Roy) was passed on a motion made by Jerry, second given
by John. Roll call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes,
Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes, Theresa O’Hare-yes.
Motion carried 7 yeas, 0 nays.
The bid opening for the Center Street water main extension project was held
May 27, 2004. Two bids were received, Colclasure Inc. $28,867, and A-1
Anytime Plumbing $11,611. Motion was made by Butch, second by John to
accept the bid of A-1 Anytime Plumbing in the amount of $11,611. Roll
call: John Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes,
T. A. Whitsitt-yes, Gary Koerner-yes, Theresa O’Hare-yes. Motion
carried 7 yeas, 0 nays.
Invoices in the total amount of $376,765.34 were approved for payment on a motion
made by Gary, second by Theresa. Roll call: John Haney-yes, Dave
McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary Koerner-yes,
Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Jeff reported he had reviewed the Brownfield Grant application for the high
school contamination clean up before the submittal to the IEPA.
Motion was made by John, second by Dave to enter an executive session at 8:35
P.M. to discuss personnel, 5 ILCS 120/2 (c) (1). Roll call: John
Haney-yes, Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes,
Gary Koerner-yes, Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
Motion was made by Jerry, second by Theresa to adjourn the executive session
at 9:18 P.M. and return to regular session. Roll call: John Haney-yes,
Dave McClelland-yes, Butch Cook-yes, Jerry Henson-yes, T. A. Whitsitt-yes, Gary
Koerner-yes, Theresa O’Hare-yes. Motion carried 7 yeas, 0 nays.
