MINUTES OF THE SPECIAL COUNCIL MEETING
HELD JUNE 9, 2003
The meeting was called to order by Mayor Robert Rice at 7:03
P.M. with all the council members present at roll call except Dawn Thompson.
Staff members present at meeting were Perry Mayer, Jeff Clawson, and Sue Marcum.
It was moved by Gary, second by John to award the water treatment plant construction
project to Felmley-Dickerson of Bloomington, Illinois for bid proposal A with
a low responsive bid of $2,270,000. This bid includes the construction
of a US Filter microfiltration treatment plant with a design capacity to make
1 million gallons of water per day. In addition, the bid includes all
ancillary process equipment including installation and a 250,000 gallon clearwell.
The bid will also include awarding Alternate C for the purchase and installation
of a backup generator to Felmley-Dickerson with a bid amount of $97,100.
This makes the total project cost $2,367,100 or 6.3% below the engineer’s
estimate. Roll call: John Haney-yes, Dave McClelland-yes, Butch
Cook-no, Jerry Henson-yes, Chad Farischon-yes, Gary Koerner-yes, Theresa O’Hare-yes.
Motion carried 6 yes, 1 nay.
It was moved by Gary, second by Dave to authorize staff to re-bid Alternate
A for demolition of process equipment in the existing water treatment plant.

Motion carried 7 yes, 0 nays.
Motion was made by Dave, second by Jerry to adjourn the special council meeting
by 8:15 P.M. . Roll call: John Haney-yes, Dave McClelland-yes,
