MINUTES OF THE REGULAR COUNCIL MEETING
HELD NOVEMBER 18, 2002

 
The meeting was called to order at 7:00 P.M. by Mayor Robert Rice with Council Members Dave McClelland, Grace Anderson, Jerry Henson and John Haney present at roll call.  Council Members Gary Koerner and Dawn Thompson were absent.  Staff members present were Steve Reynolds, Scott Shumaker and Sue Marcum.  A copy of the sign in sheet for the public is attached to the minutes.
 
Dave McClelland corrected the minutes for the November 4, 2002 Council Meeting by adding the words, “and doing business within the corporate limits” after the word city, and before the words the cost is not to exceed $1,000 in the first sentence of the sixth paragraph on page one. 
 
Motion was made by Dave, second by John to approve the Minutes of November 4, 2002 with corrections.  Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
 
The Proclamation for the Great American Smoke Out Day was read by a representative from the American Cancer Society.
 
The Minutes of the Le Roy Zoning Board of Appeals November 7, 2002 Hearing were accepted and the reading waived on the motion made by Dave, second by Jerry.  Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
 
Ordinance No. 02-11-02-51, An ordinance approving a variation in a side yard setback of the Municipal Code, Le Roy, Illinois, 1975 (as amended) Chapter 21, Zoning (Rod Ramsey) passed on a motion made by Dave, second by John. Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
 
Ordinance No. 02-11-03-51, An ordinance approving a variation in front yard setback of the Municipal Code, Le Roy, Illinois, 1975 (as amended) Chapter 21, Zoning (James Norton) passed on a motion made by Dave, second by John.  Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
 
Bernie Anderson from Nicor Gas attended the meeting to present the Chamber of Commerce with a check for $1,000 towards their educational scholarship program.
 
Invoices in the amount of $128,056.39 were approved for payment on a motion made by John, second by Grace.  Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
 
The mayor felt a letter of commendation should be given to Amanda Norbits for her actions concerning the missing persons report of Kalynn Bailey.  Kalynn was recently recovered and returned home. 
 
Motion was made by Jerry, second by John to adjourn the meeting at 7:55 P.M.  Roll call:  Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, John Haney-yes.  Motion carried 4 yeas, 0 nays.
