MINUTES OF THE REGULAR COUNCIL MEETING
HELD JULY 15, 2002
The council meeting was called to order by Mayor Robert Rice at 7:00 P.M. with
all council members present at roll call. Staff members present were Steve
Reynolds, Jeff Clawson and Sue Marcum.
Minutes of the council meeting held July 1, 2002 were noted to have an error
on page two and paragraph two. After the first sentence the roll call
needed to be stated. Roll call being, “Dave McClelland-yes, Grace
Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes. Motion
carried 5 yeas, 0 nays.”
Motion was made by Jerry, seconded by Gary to approve the Minutes of the Council
Meeting Held July 1, 2002 with the before noted correction. Roll Call:
Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes,
Dawn Thompson-yes, John Haney-yes. Motion carried 6 yeas, 0 nays.
Mayor Robert Rice opened the public hearing to discuss the Annual Appropriation
Ordinance at 7:04 P.M. The Mayor asked for any public comments to be stated
and no comments were heard. The hearing was closed at 7:08 P.M.
Motion was made by Gary, second by Jerry for the city to purchase a deaf child
street sign to be installed on Maple Street across from the Bradlee Park Apartments.
Roll Call: Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes,
Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes. Motion carried 6
yeas, 0 nays.
Ordinance No. 02-07-01-10, the Annual Appropriation Ordinance
for the Fiscal Year 2002-2003 was passed on a motion made by Dawn, second by
John. Roll Call: Dave McClelland-yes, Grace Anderson-yes, Jerry
Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes. Motion
carried 6 yeas, 0 nays.
Ordinance No. 02-07-02-80, An Ordinance providing for and approving
the Sale of
Personal property of the City of Le Roy, (2 vehicles), was passed on a motion
by John, second by Gary. Roll Call: Dave McClelland-yes, Grace Anderson-yes,
Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes.
Motion carried 6 yeas, 0 nays.
Motion was made by Gary, second by Dawn to authorize the release of a check
for $50,000 to Empire Capitol for a TIF agreement. Roll Call: Dave
McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn
Thompson-yes, John Haney-yes. Motion carried 6 yeas, 0 nays.
Minutes of council meeting held 07/15/02 continued.
The listed invoices in the amount of $80,171.01 were approved for payment on
a motion made by Gary, second by Jerry. Roll Call: Dave McClelland-yes,
Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John
Haney-yes. Motion carried 6 yeas, 0 nays.
Ordinance No. 02-07-03-90, An ordinance amending section 41.07
Parking Prohibited, of Chapter 41, Traffic (S. Mill Street) was passed on a
motion made by Gary, second by Jerry. Roll Call: Dave McClelland-no,
Grace Anderson-no, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-no, John
Haney-yes. Motion resulted in a tied vote, 3 yeas, 3 nays. Mayor
Robert Rice voted yes to break the tie, motion then carried 4 yeas, 3 nays.
Motion was made by John, second by Dawn to adjourn the council meeting
at 7:40 P.M. Roll Call: Dave McClelland-yes, Grace Anderson-yes,
Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes.
Motion carried 6 yeas, 0 nays.
