MINUTES OF THE REGULAR COUNCIL MEETING
HELD APRIL 1, 2002
The meeting was called to order by Mayor Robert Rice at 7:00 P.M. with all the
council members present at roll call. Also present were Steve Reynolds,
Jeff Abbott, Jeff Clawson, Scott Bryant and Sue Marcum. Attached to the
minutes is a listing of the public in attendance.
Minutes of the March 18, 2002 Council Meeting were approved on a motion made
by Jerry, second by John. Roll call: Dave McClelland-yes, Grace
Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes.
Motion carried 6 yeas, 0 nays.
Jeff asked the council to schedule several committee meetings. He also
explained the need for a Special Council Meeting to be scheduled for April 29,
2002 at 7:00 P.M. The loan application from the IEPA had been submitted.
He announced the city has received a Cops grant for part time patrol officers
in the amount of $22,000.00. Police interviews for the eligibility list
will be scheduled for April 16th and 17th.
Perry Lewis plans to have the subdivision plat and annexation paperwork for
the former Permabilt property finalized to be presented at the next council
meeting.
Invoices totaling $101,715.56 were approved on a motion made by Gary, second
by John. Roll call: Dave McClelland-yes, Grace Anderson-yes, Jerry
Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John Haney-yes. Motion
carried 6 yeas, 0 nays.
Dave made a motion to approve the purchase of fish for Howard Virgin Timber
Park the cost not to exceed $700.00, Dawn seconded the motion. Roll call:
Dave McClelland-yes, Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes,
Dawn Thompson-yes, John Haney-yes. Motion carried 6 yeas, 0 nays.
Motion was made by Dawn, second by Dave to enter executive session excluding
Jeff Clawson and including City Engineer Perry Lewis at 7:30 P.M. to discuss
5 ILCS 120/2 (c) (11), pending litigation. Roll call: Dave McClelland-yes,
Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John
Haney-yes. Motion carried 6 yeas, 0 nays.
Motion was made by Dawn, second by Dave to adjourn executive session and return
to regular session at 9:16 P.M. Roll call: Dave McClelland-yes,
Grace Anderson-yes, Jerry Henson-yes, Gary Koerner-yes, Dawn Thompson-yes, John
Haney-yes. Motion carried 6 yeas, 0 nays.

Motion was made by Dawn, second by Dave to adjourn the regular session at 9:37
