MINUTES OF THE REGULAR COUNCIL MEETING
HELD ON DECEMBER 3, 2001
The Meeting was called to order by Mayor Bob Rice at 7:03 with all council members
present except Dave McClelland at roll call. Perry Mayer, Scott Bryant,
Jeff Clawson, and Sue Marcum were also present. List of the public in
attendance is attached to the minutes.
The Pledge of Allegiance to the Flag was given.
Minutes of the November 19, 2001 Council Meeting were approved on a motion made
by Dawn, second by Gary. Roll call: Dawn Thompson – yes, Grace Anderson
– yes, Gary Koerner – yes, and John Haney – yes Dave McClelland
- absent. Motion carried 4 yeas, 0 nays.
ORDINANCE NO. 01-12-01-10, Tax Levy Ordinance for The
City of LeRoy for the year ending December 31, 2002. The ordinance was passed
on a motion made by Gary, second by John. Roll call: Dawn Thompson –
yes, Grace Anderson – yes, Gary Koerner – yes, John Haney –
yes, Dave McClelland – absent. Motion carried 4 yeas, 0 nays.
ORDINANCE NO. 01-12-02-30, An ordinance approving a predevelopment
agreement with Mary Lou Flegel, D/B/A “The Coop”, and Empire Capital
Corporation, for the City of LeRoy first tax increment financing district.
The ordinance was passed on a motion made by John, second by Dawn. Roll
call: Dawn Thompson – yes, Grace Anderson – yes, Gary Koerner –
yes, John Haney – yes, Dave McClelland – absent. Motion carried

The Code Compliance Officer Job description was discussed and a motion
was made to approve the position summary by Dawn, second by Gary. Roll
call: Dawn Thompson – yes, Grace Anderson – yes, Gary Koerner –
yes, John Haney – yes, Dave McClelland – absent. Motion carried

Motion was made to approve the salary for the Code Compliance Officer by Dawn,
second by Grace. Roll call: Dawn Thompson – yes, Grace Anderson –
yes, Gary Koerner –yes, John Haney – yes, Dave McClelland –
absent. Motion carried 4 yeas, 0 nays.
ORDINANCE NO. 01-12-03-80, An ordinance approving an agreement between
Richard F. Janko, donor, and the City of LeRoy for the gift of real estate located
within the city limits to be used for public purpose for the benefit of the
residents of The City of LeRoy, McLean County, Illinois passed on a motion by
Dawn, second by John. Roll call: Dawn Thompson – yes, Grace Anderson
– yes, Gary Koerner – yes, John Haney, - yes, Dave McClelland –
absent. Motion carried 4 yeas, 0 nays.
Motion made by Gary, second by Dawn to pass ORDINANCE NO. 01-12-04-50.
An ordinance vacating a portion of a platted easement in a part of Pleasant
Valley Subdivision Second Addition, a platted subdivision, in The City of LeRoy,
McLean County, Illinois, and granting a variance of the requirements of the
subdivision code of The City of LeRoy, McLean County, Illinois, as provided
under section 22.10 of chapter 22 subdivisions, municipal code of The City of
LeRoy, Illinois, 1975. Roll call: Dawn Thompson – yes, Grace Anderson
– yes, Gary Koerner – yes, John Haney – yes, Dave McClelland
– absent. Motion carried 4 yeas, 0 nays.
Listed invoices in the total amount of $122,448.80, A motion to approve the
payment of invoices was made by Gary, second by John. Roll call: Dawn

ORDINANCE NO. 01-12-05-50, An ordinance approving final subdivision
plat for Prairie View Subdivision to the City of LeRoy, McLean County, Illinois
was passed on a motion by Gary, second by Dawn. Roll call: Dawn Thompson
– yes, Grace Anderson – yes, Gary Koerner – yes, John Haney
– yes Dave McClelland – absent. Motion carried 4 yeas, 0 nays.

Motion made by Dawn, second by John, for the City of LeRoy to donate $300.00
to the Show Bus in order to continue the services it provides to the residents

absent. Motion carried 4 yeas, 0 nays.
